The TipsPrefab.png is copied from Ch.8
In the vanilla Hou+, the TipsPrefab is a copy of the ch.8 one. This is because Hou+ does not have a tips. However, it still uses the tips prefab for some UI buttons. So we can reuse the Ch.8 TipsPrefab, because the game only uses the UI buttons.
