at least, I assume that's why Mion is speaking instead of Rena
(apparently the director of Higurashi Sui heavily favoured Mion in the
script and kind of changed things to make her like the "main heroine")

The Nagata-chou -> parliament change isn't so much as "fix" as an
amendment so that non-Japanese players can understand what the hell is
going on. (the place Nagata-chou is used to mean the center of politics
in Japan - so Keiichi is suggesting Rena goes to sort out all those
filthy politicians lol)
